History of the buildings
The house was built in 1681 as the dwelling of alderman and merchant Christoph Hinrich Mohr.

It was one of the first buildings in Pärnu that was built facing the street and the market place of that time, which is a park nowadays. The ground floor of the building consisted of business area and the first floor had living space. The walls were built of quarry stone, lintels made of bricks, exterior corners of dolomite stone. A storehouse was built on the registered immovable at the same time as the main building. In the first half of the 19th century the house was redesigned in classicistic style.

The square shaped windows of the first floor were enlarged upwards, ground floor windows were cut into rectangles downwards. A triangular frontispiece was also added where a twin emblem from the original portal was placed. The facade was embellished with details characteristic to Pärnu.

On the 9th of July 1887 Pärnu postal office and telegraph station moved into the building that by then belonged to the merchandise office of Jacob Jacke. An extension was built to the house on the side of Nikolai Street for the telegraph station that today bears the number 25.

Telephone central moved from 7 Kuninga Street into this house in 1923 and moved on into a new building in 1965.

Russian Tsaritsa Yekaterina II staid in the house located in 23 Rüütli Street in 1764. Legend says that in 1700s the King of Sweden Karl XII lost his horse's shoe when the king rode through Rüütli Street. After the king left to Narva to battle with Peter I, the horseshoe was attached to the eaves cornice of 23 Rüütli Street to mark the visit of Karl XII in Pärnu.

The horseshoe is still pointed out to tourists, but as the owner of the registered immovable we cannot state that this is the original horseshoe.

The building has been declared an architectural monument (monument register No. 16706) by the regulation No. 13 "Declaring as cultural monument" of the Minister of Culture on 21.04.1998.

The house was entered into use in 1681. The building has two floors. Total area under construction is 580 m2, closed net area 945,2 m2, volume 5,155 m3.

Register part of the apartment ownership No. 2741905, cadastral register number 62510:114:0007, total size of the cadastral unit is 1,855 m2, intended purpose - land for municipal buildings.

The apartment ownership consists of 1865/17758 legal shares of the plot and of the building being an essential part thereof, which is not a physical part of any apartment ownership and of a physical share of a non-residential space No. 5 (No. 5 on the plan), with total area of 185,5 m2.

Total area under construction is 580 m2, closed net area 945,2 m2, volume 5,155 m3.

Foundation - quarry stone, concrete;
Exterior walls - bricks + dyed plaster covering;
Partition walls - bricks;
Roof - double-sided low slope, tile cover;
Inserted ceilings - wooded structures;
Windows - double-glazed on wooden frames;
Doors - wood.
Staircases - concrete or stone stairs.

Communications in the buildings:
Cold water - from town pipeline;
Sewerage - into town sewer.
Heating - remote heating, tin rib radiators;
Electricity - 220/380V, 32A, dual tariff meter;
Other - electronic security and fire alarm system.

The apartment ownership consists of 921/17758 legal shares of the plot and of the building being an essential part thereof, which is not a physical part of any apartment ownership and of a physical share of a non-residential space No. 3 (No. 3 on the plan), with total area of 92,1 m2.

Four garage boxes, closed net area 92,1 m2, area under construction 92,1 m2, volume 338 m3.

Structures:
Foundation - concrete;
Exterior walls - brick + plaster covering;
Partition walls - bricks;
Roof - one sided low slope, tin covering;
Doors - wood.

In addition to the three apartment ownerships on sale there are two apartment ownerships in the building set: office building located in 21 Rüütli St. and storehouse with total area of 321,5 m2 (3215/17758).
