The Department of Social Welfare is a structural unit of P?rnu City Government.
In order to fulfil the duties assigned to it, the department has the right to submit proposals to the City Government
for the adoption of legislation, prepare draft legislation and to establish committees and working groups necessary for the
performance of said duties.
There are 4 regional social welfare offices and 4 risk group areas in Pärnu. Risk group areas are:
Child welfare,
* Welfare of elderly people,
* Welfare of disabled people,
* Welfare of homeless people.
As of May, 2006 the composition of the Department of Social Welfare also includes the position of a city medical officer.
Headquarter of the Department of Social Welfare is located at 16 Suur- Sepa St
and it is the place of work for the head of department, chief specialists, open care specialists and city medical officer.
The headquarters issues documents regarding free travel on public transport for residents over 70 years of age and
large families as well as parking cards and personal technical aid cards for disabled persons, formalises
documentation regarding the appointment of a caregiver and accepts applications for the admission to social welfare institutions.
Additionally, the Department of Social Welfare organises the burial of people without close relatives found on
the city's territory (incl. apartments) by ordering the funeral services from a funeral home.
First the police must be notified of the dead person, who will then take care of the further procedure and if necessary,
includes the Department of Social Welfare to ensure the transport of the deceased into the morgue
(if the transport is not provided by the police or a medical institution).
